A bill for an ordinance approving a proposed Contract Amendment #2 between the City and County of Denver and State of Colorado, Department of Human Services, Office of Behavioral Health, for the Jail Based Behavioral Health Services Program.
Amends an intergovernmental agreement with the State of Colorado Office of Behavioral Health by adding $881,906 for a new total of $1,359,448 and one year for a new end date of 6-30-22 for funding for Fiscal Year 2022 to provide mental health and substance abuse treatment at both Denver City and County Jails (SHERF-202158659-02; SHERF-202055330-00). The last regularly scheduled Council meeting within the 30-day review period is on 6-28-21. The Committee approved filing this item at its meeting on 6-2-21.

Type and Scope of services to be performed:
The State of Colorado currently provides mental health and substance abuse funding for Pre-sentence Coordinators, the RISE Unit at the County Jail, and Competency Enhancement Program at the County Jail. The Parties understand and agree that the goal of the Jail Based Behavioral Health Services Program is to support county sheriffs in providing screening, assessment and treatment for substance use disorders and co-occurring substance use and mental health disorders as well as transition case management services to people who need such services while they are in jails. Through funds authorized by the Colorado General Assembly (SB 12-163), the Office of Behavioral Health (OBH) intends to fund the Jail Based Behavioral Health Services Programs.
