Executive Summary with Rationale and Impact:

Detailed description of the item and why we are doing it. This can be a separate attachment.

This ordinance repeals the cannabis consumption pilot program ordinance, which was a citizen-initiated ordinance enacted in 2016 that adopted the cannabis consumption license. The marijuana hospitality ordinance (21-0217) was passed by City Council on Monday, April 19, adopting the state’s framework for marijuana social consumption. The ordinance authorizes the marijuana hospitality business license, which is very similar to the cannabis consumption license, and the retail marijuana hospitality and sales license, which allows for small sales of marijuana for consumption on the premises. Because Denver has adopted a more robust marijuana social consumption framework, the cannabis consumption pilot program is no longer necessary and is repealed by this ordinance.
