Executive Summary with Rationale and Impact:
Detailed description of the item and why we are doing it. This can be a separate attachment.
Background on the supplemental in DDPHE for the STAR (Support Team Assisted Response) Program:
The 2021 budget includes an investment of $1,395,000 for the STAR program in the DDPHE’s appropriation. This bill request rescinds $1 million from General Fund Contingency to increase the appropriation for STAR. The combination of these resources will support six STAR teams and four vans to operate seven days per week for sixteen hours a day. This will provide citywide coverage, with a focus on northeast Denver, southwest Denver, and the downtown area.
Background on the supplemental in HRCP for community support:
The Denver Police Department is partnering with community members to positively influence neighborhoods with high criminal activity. Officers and community members will work together to identify neighborhood needs that can improve public safety if addressed, such as lighting, vacant property, poor trash collection, or fire risks. Human Rights and Community Partnerships will provide compensation to community members who are volunteering to support his effort. The supplemental appropriation of $300,000 in HRCP authorized in this bill request will be used for those expenses.
General Fund Contingency is currently $24,196,573. As a result of approving the above supplemental requests, General Fund contingency will be $22,896,573.
