Type and Scope of services to be performed:

Public Service Company of Colorado (PSCo) currently supplies chilled water service to the Colorado Convention Center through an existing agreement where the City receives a negotiated rate for service. General Services is seeking approval of an amendment that modifies the existing agreement to allow for expanded service to meet the cooling requirements for the Colorado Convention Center Expansion Project (CCCXP), including the costs associated with expanding the system infrastructure to support greater capacity.  The agreement does not change the rate the City pays for energy.

 

DOTI contemplated including design and construction costs associated with the expansion of chilled water service as part of the scope of CCCXP. As such, the Hensel Phelps Design Build Agreement includes all coordination and cost related to these utilities. Acknowledging the existing relationship between the City and Hensel Phelps, the amended agreement authorizes Hensel Phelps, acting as the City’s authorized agent, to make all payments directly to PSCo on the City’s behalf. Hensel Phelps will make these payments in two installments: the first in the amount of $46,775, which covers PSCo’s costs to design the facility and the second payment of $257,755, which covers PSCO’s costs to construct the facility. The items installed by PSCo will be owned and maintained by PSCo which is consistent with the rest of the system.

 

The amendment defines the design and construction costs for the system expansion and obligates PSCo to upgrade the capacity of the system to support the CCCXP.  The proposed amendment could not have been executed earlier in the course of the project because engineering analysis and design were required to define the scope of the improvements and the associated costs and required coordination between CCD, Hensel Phelps, and PSCo.
