Type and Scope of services to be performed:

As of December 31, 2020, the city’s Nonprofit Emergency Relief Fund (NPERF) had awarded more than $3.2M to 301 nonprofits with an average grant of $10,689. To date, 244 of these awardees, or 81%, were operating in or serving NEST neighborhoods.

 

This contract amendment will allow for a continuation of the program through the latter half of 2021.

 

DEDO is aware that nonprofit organizations who most need the relief funds are unfortunately those who may be less likely to successfully meet the application criteria (with regard to demonstrating a financial loss, and/or, with regard to the needed financial documentation). The funds allocated to NPERF through 12/31/2020 exceeded the level of grant awardees who were able to successfully apply; the available program budget for 2020 was $4.7M and only  $3.2M was awarded in grants by year end.

 

In 2021, Denver has re-allocated its Coronavirus Relief Act dollars and has designated $485,000 for the NPERF program through December 31, 2021. The $900,000 remainder has been directed to other pandemic relief programs in DEDO that benefit workers in the hospitality/event industries.

 

Based on significant demand and with accelerated application review and contracting systems in place, DEDO continues to actively provide grant assistance up to a maximum of $15,000 per grantee to eligible Denver nonprofit organizations to alleviate impacts resulting from COVID-19. This rapid-response funding program is supporting nonprofits in Denver to continue critical programs and services for residents across a spectrum of needs. CNDC receives up to 5% of the program cost for its services, including financial review, issuing and disbursing grant funds, and following up with grantees as needed. 

 

Nonprofit applicants are reviewed according to the following criteria:

                     Disruption of services and programs;

                     Increased demands;

                     Decreased donations; and

                     New or expanded services in response to COVID-19.

 

To make this grant program as inclusive, diverse, and equitable as possible, priority is being given to nonprofits that:

                     Operate in vulnerable communities;

                     Have staff and board members representative of the communities they serve;

                     May not have access to traditional public funding; and

                     May provide programs and/or support directly related to COVID-19 relief.

 

For this 2021 round, DEDO is increasing its technical support to these NPERF applicants and revisiting the list from 2020 of small nonprofits who were unable to qualify previously, and offering additional 1:1 support on the application process.
