A bill for an ordinance approving a proposed Intergovernmental Agreement between the City and County of Denver and School District No. 1 (Denver Public Schools), to implement Phase II of the Social, Emotional, Academic, and Learning Initiative at six school sites.
Approves an intergovernmental agreement with School District Number One (Denver Public Schools Department of Culturally Sustaining Curriculum and Instruction) for $600,000 and through 7-31-23 to implement Phase II of the Social, Emotional, Academic, and Learning Initiative at six school sites (MOEAI-202160143). The last regularly scheduled Council meeting within the 30-day review period is on 11-15-21. The Committee approved filing this item at its meeting on 10-13-21.

Type and Scope of services to be performed:
The Wallace Foundation awarded Denver a six-year grant alongside five other cities across the country to participate in the Partnerships for Social Emotional Learning Initiative (PSELI). The Initiative was laid out in two phases and included a robust research project done in partnership with The RAND Corporation. Phase I (years 1-4) is now complete and we are entering into Phase II (years 5 and 6). As part of the original agreement, Phase II sites (Munroe, Johnson, Colfax, CollegeView, Knapp, and Schmitt) are now scheduled and expected to receive funding to support implementation of SEAL (social, emotional, and academic learning) services at their schools and connected afterschool programs. Each of the six sites will receive a total of $100,000 ($50,000 for each school year) for a total contract amount of $600,000.
Each of the six schools in Phase II will implement a minimum of 20 minutes daily of explicit social emotional learning per the district mandate and work in partnership with their out-of-school time provider to establish alignment of SEAL practices, support SEAL skill development, and develop a common language and vision across all learning spaces. Phase II sites will also participate in the research project being led by The RAND Corporation as it relates to the Wallace PSELI grant.
