A resolution approving a proposed Amendatory Agreement between the City and County of Denver and Colorado Restaurant Association Education Fund, d/b/a Colorado Restaurant Foundation, by adding funds to provide a second program delivery option for the contractor to administer Denver’s relief and recovery grants for restaurant and hospitality workers.
Amends a contract with the Colorado Restaurant Association Education Fund, doing business as Colorado Restaurant Foundation, by adding $100,000 for a new total of $960,000 and four months for a new end date of 4-30-22 to provide a second program delivery option for the contractor to administer Denver’s relief and recovery grants for restaurant and hospitality workers (OEDEV - 202161206). The last regularly scheduled Council meeting within the 30-day review period is on 1-3-22. The Committee approved filing this item at its meeting on 12-1-21.

Type and Scope of services to be performed:
This contract amendment will accomplish three important program modifications:
• provide additional city emergency relief funds to a total of $960,000,
• provide a second program delivery option, based on demand, providing the contractor flexibility to serve more individuals in need, and
• extend the duration of the contract to continue to administer relief and recovery grants for restaurant and hospitality workers through April 30, 2022.
The original application criteria of the Angel Relief Fund included proof of Denver residency, documented experience working in Denver restaurant or hospitality industry for at least 90 days since January 2020, and a demonstrated loss or reduced employment due to COVID-19. As the community continues to transition from relief to recovery, Denver remains committed to getting funds to workers in the restaurant and hospitality sectors-both directly to workers through the Angel Relief Fund but also via the employers in the Denver Back to Work Program. We believe this amendment allows for the flexibility of using both delivery channels as demand dictates. As of November 9, 2021, the Angel Relief Fund budget indicated $448,360 still available for relief grants, so while the demand for that channel has dropped, we are confident that adding the second delivery channel will ensure that dollars ultimately get to the workers as the CRA and city intend.
Given that relief needs still remain among the lowest-wage workers even as the restaurant and hospitality industries continue to recover, this amendment will provide some flexibility for the Colorado Restaurant Association to deliver relief grants through both the existing Angel Relief Fund and the newer Denver Back to Work program, which differs in its delivery protocol but ultimately benefits the same population of workers.
The difference of the two program delivery options is as follows:
Angel Relief Program - 2021 (started in 2020)
• Individuals apply for grant
• Individual submits Denver residency, proof of industry employment, and demonstrated COVID impact
• Relief per calendar year capped at $1,000 per individual
• Approximately 400 individuals helped to date in 2021
• May be hampered by application burden and Denver residency requirement
• Through this option, remaining balance of $448,000 can serve additional 440+ if individual applications are received/approved
• Remaining balance could also be granted to employers at $10,000 cap, ultimately reaching
more individuals more quickly
Denver Back to Work - 2021 (new)
• Employers apply for grant
• Employer submits on behalf of its Denver location (not based on individual worker residency in Denver)
• Grants capped at $10,000 per employer
• Employer submits incentive/bonus plan
• Employer retains $0 - all funds are pass-through to workers
• Potential to serve 5-6 employees per employer, funds for 90+ employers
• Through this option, potential to raising total individual grant impact to 500-600 (90 employers @ 6 workers each, grants size variable)
Allowing the flexibility of the contractor to respond to demand from applicants-whether individuals or employers-will streamline the grant application and delivery process, with a strong potential for a greater number of individuals served through the employer (Denver Back to Work) delivery than may be applying directly at this time as individuals (Angel Relief). In the Denver Back to Work program, the burden of application is removed from the individual, as is the requirement that the worker be a Denver resident--Denver Back to Work requires that the business location be in Denver.
In either program, relief grants are awarded regardless of the immigration status of the individual worker. At the option of the employer applicant in Denver Back to Work, additional disclosure may be made but is not required with regard to women, minority, or veteran ownership.
Regardless of delivery option, the administrative fee to the contractor will remain at 6%.
