Per the Denver Revised Municipal Code (DRMC), budget and expenditures for capital projects should be established in capital funds for such purpose such as accurate accounting and financial reporting. This bill request establishes four new capital grant funds for the Denver Office of Climate Action, Sustainability & Resiliency:

 

1.                     Climate Federal Direct Capital Grants Fund (38765)

2.                     Climate Federal Pass-Through Capital Grants Fund (38770)

3.                     Climate State Capital Grants Fund (38775)

4.                     Climate Private/Other Capital Grants Fund (38780)

 

The expending authority of the new grant funds will be the Denver Office of Climate Action, Sustainability & Resiliency. The Funds will be sponsor-funded and non-lapsing.

 

                     This bill request also approves that the $1M “Renewable Denver Initiatives” grant from the Colorado Department of Local Affairs, grant ID GR00002016, be received and administered in the new Climate State Capital Grants Fund (38775) instead of Fund 11303 Climate State Grants, which is an operating grant SRF. This is a corrective action to ensure that capital improvement expenditures occur in the correct fund series as authorized in the DRMC.
