Establishes a new “SIPPRA City Share” Special Revenue Fund in the Community Development Special Revenue Fund Series to administer the City’s share of funding related to the Social Impact Partnerships to Pay for Results Act or “SIPPRA” Housing to Health program and authorizes a cash transfer from the Social Impact Bond Special Revenue Fund to the new SIPPRA City Share Fund. This bill request establishes the “SIPPRA- City Share” Special Revenue Fund, Fund number 16017, to administer the City’s share of activities and costs related to the Social Impact Partnerships to Pay for Results Act (SIPPRA) grant contract (HOST202160100) approved by Ordinance No. 1107 Series of 2021. While fund 16016 “SIPPRA Grant Fund,” was created to administer the Federal Grant dollars received for the project, federal funds cannot be comingled with other funding sources, including city funds. This new fund will support the City’s portion of program-related activities and make performance-based payments to contractors providing housing and case management for people experiencing homelessness. Additionally, because housing programs have been consolidated within the Department of Housing Stability, this ordinance will authorize transferring the remaining funds (approximately $1.0 million) from the Social Impact Bond (SIB) SRF administered by the Department of Finance to the new SIPPRA - City Share SRF, and the old SIB SRF will be closed.
The expending authority of the new Special Revenue Fund will be the Executive Director of the Department of Housing Stability. The Fund will be revenue based and non-lapsing.
The SIPPRA program includes both Federal and City funding to create the Housing to Health (H2H). H2H’s theory of change is that providing permanent supportive housing serves as a health intervention because it allows individuals experiencing chronic homelessness to avoid injuries and illnesses that come with living on the streets, and it allows a care team to provide services that promote individuals’ access to needed physical and behavioral health care while avoiding expensive and avoidable emergency services and detoxification centers-reducing federal health care outlays.
