State law requires City Council approve a Service Plan for a new metropolitan district, or an amendment to a service plan for an existing district.  The Southeast Public Improvement Metropolitan District (“District”) is located in the far south Denver area covering the Denver Technological Center.  The District is a cross jurisdictional metropolitan district covering portions of Denver, Arapahoe, and Douglas Counties.  The District’s original main purpose was to finance transportation related services and activities on a shared or partnership basis with a coalition of local governments located in the southeast Denver metropolitan area.  The amendment seeks to authorize the District to also finance parks and recreation services.

 

The purpose of the ordinance is to approve the Second Amended Service Plan for the Southeast Public Improvement Metropolitan District. 

 

The District’s original main purpose was to finance transportation related services and activities on a shared or partnership basis with a coalition of local governments located in the southeast Denver metropolitan area.  The amendment seeks to authorize the District to also finance parks and recreation services.  Changing demographics in the District necessitate an expansion of the services provided by the District.  To attract employees to live and work in the District, creating a desirable ambiance within the Service Area is needed to attract the younger generation.  As more residential property is developed in the District its residents require greater services including parks and recreation services.  This amendment will authorize the District to finance the costs of acquiring, constructing, relocating, installing, completing and otherwise providing parks and recreation facilities, improvements and programs, including but not limited to parks, bike paths and pedestrian ways, sports facilities, open space landscaping, cultural facilities, community recreation centers, public fountains and sculptures, public art gardens, picnic areas, park shelters, swimming pool facilities, clubhouse and meeting facilities, lakes and ponds or other water features.  No other material changes are being proposed. 

 

State law requires a public hearing on the Second Amended Service Plan before approval, the public hearing is scheduled at City Council on July 11, 2022 concurrent with second reading. A presentation in Finance and Governance Committee is anticipated to be scheduled on June 14, 2022.
