Approves a contract with Covenant Aviation Security, LLC for $145,548,419.28 and 3 years, plus two 1-year options to extend, to provide regulatory security at Denver International Airport in Council District 11 (202159447). Type and Scope of services to be performed:
DEN is unbundling one existing large contract, into two separate contracts: Regulatory Security Services, and Curbside and Public Area Interfaces. This request is for the Regulatory Security Services contract and is the bulk of the existing security components described in more detail below. They include vehicle and perimeter gate entry, vendor delivery inspections, personal property searches, door alarm response, security incident resolution, employee screening, foot and vehicle patrols, credential verification, and person vetting.
This work is essential as Denver International Airport (DEN) is regulated by the Transportation Security Administration (TSA) under the relevant portions of the Code of Federal Regulations (CFR) 49, Parts 1500 through 1542. Contract security support is essential to aid DEN in maintaining full compliance with CFRs noted above. DEN's existing contract is set to expire in 2022, and this request will continue regulatory compliance with Title 49 CFR, Parts 1500 through 1542.
