This ordinance request seeks approval to rescind $500,000 in Parks, Trails and Open Space capital improvement funds originally intended to develop the Parks Resiliency Plan and reappropriates the funding to implement resiliency-focused capital projects. This is an administrative action to amend the eligible use of the funding from planning to implementation.

Executive Summary

During the development of the Legacy Fund 5-year planning process in 2019, a need was identified for a Resiliency Master Plan. At the time, a scope for the planning initiative was undefined and $500,000 was budgeted for the project. 

 

After the approval of the 2020 Parks and Recreation budget, the impacts of COVID-19 forced many projects to be placed on hold. During this time, DPR worked closely with the CSU Salazar Center and the Office of Climate Action, Sustainability and Resiliency (CASR) to evaluate a scope for a citywide Resiliency Master Plan. It was determined that a large resiliency planning initiative would not accomplish the necessary actions needed given the urgency of our changing climate. Instead, based on the strategies already identified in the Denveright Plan and other city planning documents, including the Parks Department’s Game Plan for a Healthy City, it was determined that implementation of climate action, mitigation, and adaptation should be prioritized at this time.

 

In order to immediately begin meeting the goals and objectives outlined in the Game Plan for a Healthy City, specifically water conservation and expansion of critical habitat, several projects were prioritized to move forward. Below are projects that will utilize the previously identified planning funding to begin much needed implementation on resiliency focused projects.

1.                     Update the Parks Landscape Typology data to prioritize projects that reduce potable water use for irrigation, restore native habitat, increase water conservation, and improve the health of lakes and waterways.

2.                     Fund the shoreline conversion project at Garland Park in partnership with DOTI to enhance water quality and create native habitat.

3.                     Fund the preservation of the cormorant rookery at Duck Lake, which is in severe decline and one of the only breeding grounds for this species in the region.

4.                     Fund lake aeration at Overland Park to prevent fish kills and algae blooms caused by poor water quality and extreme summer heat.
