The Department of Housing Stability (HOST) requests authorization to purchase a passenger van which exceeds the $50,000 threshold requiring City Council approval. Ordinance No. 1284, Series of 2021, appropriated funds for the purchase of four vehicles for the Early Intervention Team (EIT) via a transfer from the General Fund, 01010, to the Planned Fleet Fund, 11804. Due to projected savings within the Planned Fleet SRF, there are funds available to purchase additional vehicles for the EIT. While two of the requested vehicles are under the $50,000 threshold, one large passenger van is expected to come in over the $50,000 threshold requiring City Council approval.

 

The HOST Early Intervention Team (EIT) encompasses essential employees that support a broad range of operational objectives in response to unsheltered homelessness in Denver. The EIT currently has 6 staff and works in teams of 2, using 3 vehicles per day. In 2022, HOST expanded the team to 14 outreach workers and 2 additional workers that specifically work on encampment clean-up response.  In its original conception, outreach workers were anticipated to do some outreach by foot; however, since they are primarily responding to 311 calls, there is the need to travel to locations across the city each day, including during inclement weather.

 

Citywide Fleet has actively been looking into the option of electric vehicles, but they have not been available due to shortages. Due to the shortages, Electric vehicles would extend the delivery of the units out a year or more. Fleet continues attempting to locate available units to speed up delivery of the units, if this is not possible the lead time on a new Pacifica van is also over a year out from delivery. The bus will need to be bid out as there is not an award to purchase the bus. Some bus options are now becoming electric and fleet will continue to look into cost and lead times of the electric vehicles.
