Type and Scope of services to be performed:

This agreement allows Denver Health and Hospital Authority to respond to the Covid-19 pandemic by delivering aid and assistance to patients and to ensure the continued operation of services during exigent circumstances. All activity conducted under the agreement must adhere to the terms and conditions of FEMA’s Public Assistance grant program and may feature the use and/or procurement of personnel, services, supplies, equipment as well as certain administrative costs.

 

Shortly after the onset of the pandemic, the City submitted a claim to the Colorado Department of Homeland Security and Emergency Management (CDHSEM) for FEMA public assistance funding related to the pandemic. The majority of the claim incorporated requests related to City programs and services, like emergency sheltering, personal protective equipment, needs at the airport, and emergency operations center functions. Funding for expenses specific to hospital operations were also submitted, approved, and in-turn sub-awarded to Denver Health and Hospital Authority (DHHA).

 

Shortly before its expiration on June 12, 2022, CDHSEM and the City agreed to an extension of their Covid-19 Public Assistance agreement until December 31, 2023. The new, extended period of performance necessitates that the City’s sub-award with DHHA also be modified to reflect this change. Since the State provided the contractual paperwork codifying this change only four days before the agreement’s expiration, it meant that the City’s sub-award with DHHA would lapse, given there was such a small window of timing required to execute an extension. Therefore, this resolution request revives and amends the sub-award agreement with DHHA to add eighteen months to the term with a new expiration date of December 31, 2023.
