In 2020, the City and County of Denver was awarded the “Law Enforcement Assisted Diversion Grant” (LEAD grant), a state grant that aims to divert individuals to immediate service in lieu of the traditional criminal justice pathway by partnering with key stakeholder partners. Resolution No. 765, series of 2020 authorized the Department of Public Health and Environment as the expending authority and grant administrator and appropriated the award in the Health Fund Series under fund 14301.

In 2020, the CPCC was administered by DDPHE, and this grant program supports similar programs and partners with CPCC program staff.  However, administration of the CPCC is now moving to the Department of Safety, who also oversees other diversion programs that are in alignment with this grant.  This request seeks to transfer the LEAD grant into the Department of Safety, change the fund to the Safety Special Revenue Fund series (specifically Fund 12301), and change the expending authority to the Executive Director of Safety.
