Type and Scope of services to be performed:

Senate Bill 19-008 concerns treatment of individuals with substance use disorders who come into contact with the criminal justice system. Section 6 of the bill requires jails that receive funding through the jail-based behavioral health services program to allow Medication Assisted Treatment, hereafter MAT, to be provided to individuals in the jail. For the purposes of this IAG, MAT refers to a combination of behavioral therapy, as well as medication approved by the Federal Food and Drug Administrations for the treatment of Substance Use Disorders, hereafter SUD.  The jail may enter into agreements with community agencies and organizations to assist in the development and administration of MAT.

 

Through JBBS funding, the Denver Sheriff Department seeks to subcontract to Denver Health to:

 

                     Fund nursing positions for the administration of MAT medications to individuals in Denver Sheriff Department custody.

                     Purchase MAT medications including methadone, buprenorphine, naltrexone, and vivitrol.

                     Purchase workbook materials to supplement treatment for individuals participating in the MAT program.

                     Support JBBS data tracking requirements for participants in the MAT program.

                     Provide recovery support services for wraparound resources including, but not limited to, clothes, shoes, transportation, emergency housing/motel vouchers, or basic hygiene purchases that will assist in stabilizing the individual in the community.

                     Provide culturally competent and appropriate services, per National Standards for Culturally and Linguistically Appropriate Services.

                     Make reasonable accommodations to meet the needs of individuals who are physically challenged, deaf or hearing impaired, or blind.

 

The Denver Sheriff Department and the Denver Health and Hospital Authority rely on a variety of funding sources to implement a robust jail-based MAT program. The DSD/DHHA jail-based MAT program includes continuation dosing for individuals who were taking MAT in the community, induction for individuals who would like to start MAT while they are in DSD custody, case management support, clinical support, and a MAT housing unit. This JBBS-sponsored contract would fund key components of the MAT program, including nursing positions dedicated to providing MAT medication to individuals in DSD custody, the purchase of MAT medications for individuals who are dosing on MAT medications in the jails, recovery support funds for reentry needs such as housing vouchers, transportation, clothing, etc., and workbooks to support substance misuse treatment interventions.

 

Contractors engaging 19-008 funding shall expand access to care for persons who are incarcerated with substance use disorder (SUD) through having a policy in place for the provision of Medication-Assisted Treatment (MAT) and how it will be implemented.
