Type and Scope of services to be performed:

Shortly after the onset of the pandemic, the City submitted a claim to the Colorado Department of Homeland Security and Emergency Management (CDHSEM) for FEMA public assistance funding related to the pandemic. The majority of the claim incorporated requests related to City programs and services, like emergency sheltering, personal protective equipment, needs at the airport, and emergency operations center functions. Funding for expenses specific to hospital operations were also submitted, approved, and in-turn sub-awarded to Denver Health and Hospital Authority (DHHA).

 

On February 2, 2021, President Biden directed FEMA to reimburse recipients of Public Assistance funds at 100 percent federal cost share. Previously, the federal government required that grantees contribute 25 percent of the cost of eligible expenses from non-FEMA funds. Subsequently, FEMA revised its guidance to reinstate matching requirements at 90 percent federal share and 10 percent local share, effective July 2, 2022.

 

This amendment revises the total amount sub-awarded to DHHA given the change in cost share requirements for the FEMA Public Assistance program. The amendment removes the outdated requirement that DHHA contribute 25 percent of the cost through its own funding sources and updates the total award amount to reflect the current cost share requirements. This is accomplished by adding $6,279,895.12 for a new total of $25,321,060.50. There is no change to the services DHHA will provide nor to any other terms within the agreement.
