In November 2022, Denver voters approved Referred Ballot Measure 2I, which increased the City's mill levy rate by 1.5 mills starting January 1, 2023, which will be used to fund the Denver Public Library to maintain existing services and meet the increased demand for additional services.

Revenue from Ballot Measure 21 can be used for both operating and capital purposes. To ensure capital expenses are being spent per the City and County of Denver Fiscal Accountability Rules, a new capital fund must be created, and all capital expenses must be charged to this fund.
