State law requires City Council approve a service plan for a new metropolitan district, or an amendment to a service plan for an existing district. The Denargo Market Metropolitan District Nos. 1-3 ("Districts") are located northwest of downtown along the Brighton Blvd. corridor at the southeast corner of 29th St. and Arkins Ct. The Districts' original service plans were approved in 2010 and the Districts' original purpose was to manage, implement, and coordinate the financing, acquisition, construction, completion, operation, and maintenance of public improvements and services for the Denargo Market project.
