Type and Scope of services to be performed:

This is the final extension in this agreement as these services will be put out to bid later this year.

 

The contract is supported by the Public Health and Wellness Special Revenue Fund and aligns with the Opioid Response Strategic Plan: 2018-2023 to “address harms that may occur throughout the continuum of substance mis(use)”. Specifically goal 3, strategy B, calls for efforts to improve health outcomes among people who use drugs by expanding access to sterile injection equipment for people who inject drugs, which is accomplished at syringe access programs.

To carry out this strategy, DDPHE seeks to amend the existing contract with Colorado Nonprofit Development Center, doing business as Harm Reduction Action Center to conduct a registered syringe access program in Denver. The contract covers personnel, supplies, and operating expenses.

 

Colorado Nonprofit Development Center dba Harm Reduction Action Center will provide the following services free of charge: sterile injection-related supplies, education on safer practices and wound care; sharps disposal and education on safe disposal practices; overdose prevention education and naloxone distribution; HIV/STIs/HCV testing; referrals to social support and healthcare services such as case management, substance use treatment, food banks, behavioral health services, primary care, HCV/HIV/STI treatment, hepatitis A and B vaccinations, pre-exposure prophylaxis, and wound care. The contractor will participate in contract monitoring activities, developing key performance indicators, submitting process data to monitor performance, and participate in oversight activities.

Additional services may include education on legal rights under CRS 25-1-520 and 18-18- 428(1)(b) that encourages disclosure of possession of hypodermic syringes to first responders prior to a search; conducting syringe clean-up actions in and around neighbors where the facility is located; and participating in larger city-wide clean-up efforts.
