Amends a contract with West Publishing Corporation, doing business as West, a Thompson Reuters Business, by adding $850,000 for a new total of $3,350,000 and 5 years for a new end date of 5-31-2028 for continued use of the Westlaw legal research database by the City Attorney’s Office, citywide (ATTNY- CE85004 / ATTNY-202367641-05). Amendment for term extension for legal research database for WEST PUBLISHING CORPORATION d/b/a, West, a THOMSON REUTERS BUSINESS. The City Attorney’s Office uses this the Legal research database Westlaw on a daily basis to protect the city against lawsuits, litigation cases, and for training and to perform basic legal research This is critical business need for the City Attorney’s Office. Licenses and software under this contract include: Westlaw RIA Federal Tax Reporter Library, Westlaw RIA/WGL Multi-State Tax Library, Westlaw RIA Federal Tax Treatises Library, Westlaw: Government Litigation, Westlaw: Advanced Drafting Assistant, Westlaw: Government Analytical Plus, Westlaw: Government Precision Preferred National Primary, West Legal Education Center, Case Notebook.

Re: Five Year Contract Extension for Legal Research Database for the CAO
The Denver City Attorney’s Office is one of the largest law firms in Colorado, with over 230 attorneys and staff members comprised of paralegals, victim advocates, and other support and supervisory staff members. Due to the high volume of litigation, and high-profile lawsuits that the CAO handles for the City and County of Denver, our agency has used West Publishing Corporation since 2008 as the premier and sole source legal research database. West Publishing Corporation has been a sole source for the City Attorney’s Office since 2008 as it has a proprietary one-of-a-kind legal research technology that no one else in the legal community has. The only other legal research platform is Lexis-Nexis and the research functionality and does not provide the extensive legal databases, technology that cuts the research time by 40% and library that West Publishing corporation provides. West Publishing Corporation is the foremost provider of integrated information solutions in the U.S. legal market and has been providing materials to the legal and professional community for 150 years. West Publishing provides the latest evolution in legal search powered by trusted content, extensive reference in unfamiliar areas of law, provides a full library and collection of legal resources that are not available from other sources. The CAO requests a five-year term extension to this contract due to it being a sole source, a business continuity need for the agency, and fiscal savings. It is an essential software to the attorney’s work protecting the city from lawsuits. Extending to a five-year term vs a three- year term will save the CAO $ 15,000 on this contract.
