September 19, 2022, City Council approved an Intergovernmental Agreement (2022-1003) between The City and County of Denver (CCD) and the Trustees of the Colorado Firefighter Heart and Cancer Benefits Trust to join the Colorado Firefighter Cancer Trust's Voluntary Cancer Benefits Award Program (VCAP), as established by the State of Colorado Senate Bill 17-214. This allows Denver Firefighters who are diagnosed with cancer that falls under the State's Firefighters Cancer Workers' Compensation presumption (HB 07-1008) to be provided benefits from the Trust's VCAP program in place of the City's self-insured and self-administered Workers' Compensation program.  The purpose of this Resolution Request is to nominate Devron McMillin, Director of Risk Management and Workers’ Compensation Division within the Department of Finance to represent CCD on the Trust Committee’s Board of Directors.  This request has been approved by CCD’s Fire Chief, Desmond Fulton and Denver Firefighters Local 858 President Chris Ferguson.
