Type and Scope of services to be performed:

Amends current expenditure contract with National Medical Services, Inc. (NMS) to increase total amount and extend term. Current contract amount is for $600,000.00.  Requesting to add $899,100 for a new contract value of $1,499,100.  Current term is January 1, 2021 to December 31, 2023; requesting to extend term an additional two years expiring 12-31-2025.

 

In 2022, The Office of the Medical Examiner (OME) spent approximately $270,000 on National Medical Services for specialized postmortem toxicology lab and diagnostic services.  Case numbers are steadily increasing every year due to population growth and the increase in drug deaths. These increases drive the need for increased specialized postmortem toxicology testing and lab diagnostics.  OME is requesting an amendment to the contract to support these increases both in dollars and term.  OME has estimated an increase of $30,000 up to $300,000 for 2023; an additional increase of $50,000 up to $350,000 for 2024, and the same increase of $50,000 up to $350,000 for 2025.

Professional Preference

The original contract was issued as a Professional Preference under the following justifications:
                     NMS offers an extensive number of tests for forensic pathology specimens, whereas other labs can be restrictive on what they offer on postmortem samples.

                     NMS has panels for specific specimens that meet our needs for testing; they also offer us competitive pricing based on the volume of tests that we order from them.

                     We have used other laboratories, and some of them have been fine for certain tests, but few can offer the number of tests available from NMS at a discounted rate.

                     In the past when using other laboratories, those labs have sent our samples to NMS for testing; and then we ended up paying more for tests we could have gotten directly from NMS.

                     NMS not only gives us the kinds of tests we need in our forensic investigations; but they also continuously develop testing for new substances as the need arises (i.e. synthetic drugs).
