A resolution approving and providing for the execution of a proposed Grant Agreement between the City and County of Denver and the Colorado Department of Transportation concerning the “Colfax Bus Rapid Transit” program and the funding therefor.
Approves a grant agreement with the Colorado Department of Transportation (CDOT) for $22,000,000, which includes a city match of $7,000,000 in Elevate Denver Bond funds, and 10 years through 12-11-2032 for preconstruction services related to the Colfax Bus Rapid Transit (BRT) in Council Districts 5, 8, 9 and 10 (202366922). The last regularly scheduled Council meeting within the 30-day review period is on 6-12-2023. The Committee approved filing this item at its meeting on 5-9-2023.

Type and Scope of services to be performed:
The Colfax BRT project will design and construct a center running alignment in dedicated fixed guideway
lanes on E. Colfax Ave. between Civic Center (Colfax/Broadway) station and I-225. This segment, which
currently has the highest number of weekday boardings in the entire RTD system, is 5.5 miles in length and
includes 16 stations with an average spacing of 0.34-mile. Additional station improvements will be made
in dedicated bus lanes in downtown Denver and east of Denver in Aurora.
This agreement is for preconstruction services, including but not limited to preliminary design, NEPA
evaluation and documentation, sustainability evaluation and final design.
Scope of work: Approves contract execution of an IGA with CDOT for Colfax BRT during the design and preconstruction phase of the project. This IGA allows the City to receive $15M in funds awarded to the project by DRCOG. The remaining $7M is the City’s local match for these funds. The parties anticipate an additional IGA to address an additional awarded expected for construction of the project.
