Type and Scope of services to be performed:

The contract with Denver Youth Program will fund two full-time positions to deliver community-based violence intervention services (violence interruption) and two full-time positions to deliver secondary gang prevention services. Breakdown of contract funding over a three-year contract - 53% General Fund ($368,470.59) and 47% Federal Grant Fund ($327,529.41).

 

The Community-Based Gang Violence Intervention strategy will be a two-pronged approach, integrating both Gang Violence Interruption efforts and Individualized Service Provision.  Proposed services must include the integration of both components.  Implementation of both components will allow for both proactive and reactive strategies to reduce gang violence in the community by addressing the service needs of those most likely to be involved in violence and by identifying the causes of and solutions to conflicts between individuals and groups within the community.  A primary focus will be on responding to gang, group, and gun-involved incidents and confrontations in the target areas.  The selected organizations will maintain an ability to respond to such gang incidents, including but not limited to, shootings, aggravated assaults, homicides, and other violent incidents, 24 hours, 7 days a week.

 

Secondary Gang Prevention Services will provide services to high-risk youth and their families.  Secondary gang prevention refers to programs and services that are directed toward youth who have already displayed early signs of problem behavior and are at high-risk for gang, group, and gun involvement. The Vendor will concentrate their resources on those high-risk and hard-to-reach youth who are most likely to join local gangs and groups.  Secondary gang prevention programs are specifically designed to recruit and intervene with high-risk youth before gang joining, roughly between the ages of 10 and 16.  Successful components of secondary gang prevention are mentoring, individual risk assessments that guide youth and family case planning, and connection to appropriate community services and programs. 

 

The goals of the Community-Based Gang Violence Intervention program and Secondary Gang Prevention Services are to reduce the level of gang, group, and gun violence within Denver communities; change the behavior of those at high-risk to be involved in gang, group, and gun violence; strengthen and enhance collaborative efforts to reduce violence; and, change the norms and values of Denver communities regarding gang violence.
