A bill for an ordinance approving a Framework Agreement and its exhibits among the City and County of Denver, Colorado State University, The Western Stock Show Association, and the National Western Center Authority; and exempting the public buildings on the National Western Center campus from the naming requirements of Section 2-275, D.R.M.C.
Approves a framework agreement with Colorado State University, the Western Stock Show Association, and the National Western Center Authority for fifty years, with two possible 25 year extensions, to authorize formation of an authority to operate the new facilities and govern the roles and responsibilities of each party for the redevelopment of the existing National Western Complex into a year-round venue to preserve the National Western Stock Show in Denver for the next 100 years, provide room for new programming, provide connectivity to surrounding neighborhoods, and bring more visitors to Denver. The last regularly scheduled Council meeting within the 30-day review period is on 10-2-17. The Committee approved filing this bill at its meeting on 8-29-17.

Type and Scope of services to be performed: The proposed ordinance will approve the “Framework Agreement” among Colorado State University, the Western Stock Show Association, National Western Center Authority, and the City and County of Denver that will fund the redevelopment of the new NWC, authorize formation of an Authority to operate the new facilities, and govern the roles and responsibilities of each party at the Campus. The NWC Authority, once formed, will sign the Framework Agreement as a partner. The Framework Agreement will serve as the controlling document for the Authority. The proposed ordinance will also exempt the facilities at the NWC from the requirements of DRMC §2-275 regarding the naming of public buildings and authorize the sale of naming rights to City-owned buildings by the City and WSSA to fund the NWC.
