Rescinds $211,483.04 from the Public Works Improvement Fund (31050), Capital Program MJ020 - 18th/19th Multimodal Improvements and re-appropriates those dollars to the Transportation and Mobility Fund (34801), Capital Program PO008 - Denver Moves Implementation to provide funding for the Sherman Street Protected Bike Lane Project. The last regularly scheduled Council meeting within the 30-day review period is on 4-17-2023. The Committee approved filing this item at its meeting on 3-14-2023.

This ordinance approves a rescission of $211,483.04 from Capital Program MJ020 - 18th/19th Multimodal Improvements to make an appropriation of $211,483.04 to Capital Program PO008 - Denver Moves Implementation. The 18th/19th Multimodal Improvements project successfully installed transit-only and protected bike lanes on 18th and 19th Streets between Wynkoop and Welton in 2022. The project was completed under budget but due to the specific capital program established, the funds cannot be moved to address another project’s funding need without Council action. This ordinance seeks to move the remaining funding from one multimodal transportation project to another.
The transfer authorized by this ordinance would support final design and installation of the Sherman St Protected Bike Lane project between E Colfax Ave and E 19th Ave. This project is currently at 60% design through the South Central Community Transportation Network. The Sherman St project is within .3 miles of the 18th Ave/19th St project and is of a similar project type to 18th/19th. This administrative action would provide additional dollars to close a funding gap in the Sherman St Protected Bike Lane Project, a gap which is driven by unexpected construction cost inflation, and would result in the installation of 0.84 miles of Protected Bike Lane.
