Type and Scope of services to be performed:
Amendment provides funding for the operational and programmatic support of Non-Congregate Shelter at the Rodeway Inn, located at 4765 Federal Boulevard. The Salvation Army (TSA) will provide fiscal and facility oversight to maintain a safe, hygienic, accessible, equitable, and inclusive non-congregate shelter site. Primary operation functions include laundry services, meals, security, custodial support, and general maintenance and repair services. As a subcontractor of TSA, The Gathering Place (TGP) will provide programmatic services for 200 unduplicated households served per program year. The site is to be operated as a low-barrier, Housing First Model, for diverse populations, including women, individuals who identify, express, and present as transgender, non-binary, or gender non-conforming. Programmatic support includes case management to identify barriers, provide financial assistance, and Housing Navigation to facilitate exits into permanent and stable housing.
Scope of work:
The Salvation Army (TSA) will provide full operations and programming in a joint project with The Gathering Place (TGP) at Rodeway Inn for 200 unduplicated households served per program year. TSA will provide fiscal and facilities oversight and TGP will provide all programming and case management services.
1) The Gathering Place: Programming Services
a) Non-Congregate Shelter - Roadway Inn will utilize trauma-informed, client-centered, low barrier, Housing First Model designed to encourage shelter entry through progressive engagement and maximize exits into permanent and stable housing.
b) Guest Services will be available 24 hours, seven days a week to provide hospitality support, facilitate on-site food service, enforce program expectations, conduct room checks and ensure safe environment.
c) Case Management supports include a Guests handbook, completion of HMIS and assessments and non-compulsory case management to help guests identify housing barriers and solutions and to provide financial assistance, as needed.
d) Housing Navigation will engage, recruit, maintain landlords, supports lease-ups, provides mediation, and coaches tenancy skills.
2) The Salvation Army - Non-Congregate Shelter Operations
a) Operate day-to-day hospitable functions including laundry services, basic maintenance support, providing room amenities, meals, security, custodial support pest control, storage, guest transfers.
b) Maintain a full-time on-site maintenance technician Monday through Friday, during daily business hours and will be responsible for providing regularly and emergency scheduled general building repair and maintenance services.
c) Oversight of biohazard, janitorial and laundry services to ensure. quality and timeliness to promote a safe and comfortable environment for all guests and staff.
d) Security services will include installation of a video surveillance system to maximize staff visibility of the facility.
