Approves a cooperation agreement with the National Western Center Authority for $5,000,000 and 3 years to fund, develop and manage a procurement and development process for the National Western Center’s equestrian center and potential hotel on the National Western Center campus located in Council District 9 (DOTI-202368116). Type and Scope of services to be performed:
The National Western Center’s Master Plan and Framework Agreement both contemplate an equestrian center at the National Western Center and the equestrian center remains an integral part of the City’s and its partner’s plans for the site. The City and the NWC Authority are exploring the use of 2C revenue from lodger’s tax, car rental tax and prepared food and beverage tax, in addition to hotel revenue and associated event revenue, to support the development of an equestrian center, parking garage and hotel. This Cooperation Agreement sets out the parameters of the procurement by the NWC Authority for this project and funds the procurement activities and at least initial pre-development expenses incurred by the NWC Authority in a pre-development agreement with a partner, should the City and NWC Authority decide to enter into such an agreement.
