The 911 Emergency Communications Trust Fund requires a transfer from the General Fund this year to cover a $6,381,300 deficit. The Trust Fund's main source of revenue is the monthly surcharge on phone lines, collected from phone users by telecommunication companies and remitted to the City and County of Denver. This revenue has underperformed relative to projections since 2016. On the expense side, the move to the new Emergency Communications Center has resulted in some unforeseen costs.
