This bill request rescinds a total of $4,189,708 from the Volume Based Trash-Pricing Fund transfer appropriation to the Planned Fleet SRF and appropriates this funding in the Volume Based Pricing SRF. This bill request also makes an additional appropriation of $6,500,000 in the Volume Based Trash Pricing SRF operating account that is possible due to adequate revenue in the fund.

 

The recission from the transfer appropriation account is possible due to savings realized from delaying the purchase of ten replacement solid waste vehicles in 2023. Due to significant delays in vehicle delivery, DOTI has determined that newly purchased replacement vehicles would not arrive within the current fiscal year to utilize this budget and that it is prudent to move this budget where it is most needed. As indicated below, much of the new need is driven by delays in the purchase of replacement vehicles.

 

The appropriations will support the following: 

 

A contract to rent 10 solid waste trucks to supplement the Volume Based Trash Pricing fleet infrastructure through the end of 2023 (this is being authorized through resolution # RR23-0340)

A contract with Container Pros to augment staff to support cart exchanges and delivery through the end of 2023. Increased expenditures due to inflationary, legislatively mandated, and market-driven cost escalations that have occurred post-ordinance.  Additionally, Xcel is providing a revenue rebate to support an electric solid waste vehicle pilot program. The appropriation is being increased to account for this increase in revenue.
